White Bear Lake Area Schools welcomes non-resident families through the Minnesota Statewide Enrollment Options (Open Enrollment) program.
In accordance with District Policy 509, the following procedures are used to ensure an impartial and transparent enrollment process:
The Application Timeline
- Priority Deadline: Applications received by January 15 for the upcoming school year are given priority consideration.
- Post-January 15: Applications received after this date are processed on a first-come, first-served basis as space remains available.
Families who wish to Open Enroll into White Bear Lake Area Schools should do the following:

Open Enrollment Lottery
If the District receives more applications than it has capacity for specific grade levels, programs, and school buildings a lottery of those who submit their completed application by Jan 15 will occur by Feb 10.
How Seats are Allocated
Enrollment is approved based on the capacity of specific grade levels, programs, and school buildings.
- Standard Process: In most cases, if space is available, students are enrolled in the order their applications are received.
- Waitlists: If a specific grade level or school building has reached capacity, a waitlist will be established. Students will be placed on the waitlist in the order they applied and will be notified if a seat becomes available. A seat will be offered at a different school with grade level capacity, if available.
The Lottery Contingency
Per state law and Board Policy, if the number of applications received by the January 15 deadline exceeds the available seats for a specific grade level or program, an impartial lottery will be conducted.
- When it occurs: A lottery is only held if there are more "Priority Deadline" applicants than there are available spots.
- Process: The lottery is conducted by the District Enrollment Office. All timely applications are assigned a number and drawn at random. Students not selected in the lottery are placed at the top of the waitlist in the order they were drawn.
Notification
Families will be notified in writing regarding the status of their application (accepted, rejected due to capacity, or waitlisted) by February 15, or within 90 days for applications submitted after the priority window.
