Land purchase agreements approved by School Board

At the Regular School Board meeting on Monday, January 14, 2019, the White Bear Lake Area School Board approved a purchase agreement for land in Hugo. The property is identified as PID #18.031.21.43.003 located in the City of Hugo, County of Washington, State of Minnesota. The parcel of land is contiguous to two properties the Board recently acted upon.

In December, the School Board approved two purchase agreements for properties identified as PID #18.031.21.43.0002 located in the City of Hugo, County of Washington, State of Minnesota, and PID #18.031.21.43.0001 and 19.031.21.12.0001 located in the City of Hugo, County of Washington, State of Minnesota.

The district launched a Comprehensive Facility Planning Process last fall with three individual committees focused on Learning Spaces, Committee Spaces, and Physical Conditions respectively. The committees are made up of parents, students, staff and community members who have worked together since October to identify district needs. The committees' Needs Findings will be presented to the School Board at the January 28 Work-Study Meeting.

At the Regular School Board meeting on Monday, December 10, 2018, the White Bear Lake Area School Board approved two purchase agreements for land in Hugo.

The decision to purchase land was based on many factors, including the White Bear Lake Area School District's projected student enrollment growth particularly in the northern part of the School District. A recently completed enrollment projection study completed by Teamworks International indicates that K-5 enrollment in the Hugo and Oneka Elementary attendance areas could increase from approximately 990 students in 2017-18 to between approximately 1,600 to 1,800 in the coming decade. Additionally, the study indicated that the District's overall K-12 enrollment could increase from approximately 8,500 in 2017-18 to approximately 10,400 to 11,000 over this same time period.

"We have not determined what will be built in Hugo, but this land purchase allows us flexibility as we move forward," said Superintendent Wayne Kazmierczak. "The community's continued engagement as we figure out next steps is greatly appreciated and critical in the process."

The district is currently facilitating community conversations regarding facilities in relation to current and projected growth. The Facility Planning Committee was formed with an application process in September to study the White Bear Lake Area Schools' facilities and develop a comprehensive, long-range Facilities Master Plan for recommendation to the School Board. The facilities study and resulting recommendation will be based on capacity, current enrollment, projected enrollment, educational needs of the School District, alignment with the District's Strategic Vision, community recreation, special programs, school security, and financial stewardship.

The two purchase agreements approved by the Board are identified as PID #18.031.21.43.0002 located in the City of Hugo, County of Washington, State of Minnesota, and PID # 18.031.21.43.0001 and 19.031.21.12.0001 located in the City of Hugo, County of Washington, State of Minnesota.
